The NFL began penalizing helmet-to-helmet hits and hits
to the head with its "Targeting" rule in 2018. This rule change
was part of a broader effort to reduce concussions and head
injuries in the league. While the NFL doesn't explicitly use the
term "targeting" like the NCAA, their rules regarding helmet
contact and unnecessary roughness serve a similar purpose.
