In addition to the new licenses, one program familiar to small game hunters has already been cut.
Reynolds Game Farm, which opened in 1927 and reared pheasants for stocking throughout the state, has been closed in order to save $750,000. The pheasants currently in the facilities are to be given to other programs or donated to food pantries.
Reynolds Game Farm produced 250,000 pheasants annually for stocking throughout the state. Approximately 60,000 hunters participate in pheasant hunting each year according to survey data by the New York State Department of Environmental Conservation.
The new licenses are in the proposal stage and have not been acted upon by the state legislature. The legislature would have to either agree to the proposals and pass legislation or find other ways to save money. Legislators could also propose their own new licenses or license fees. This is where things stand at the time of this writing and are certainly subject to change. Hunters and fishermen should pay attention to the budget negotiations, as it appears they have a direct stake in the outcome of this year's budget.

One of the questions regarding the trout and salmon stamp and the saltwater fishing license is how these new proposals would affect holders of lifetime licenses. While the final details of the license proposals were not out yet, it appears that lifetime fishing license holders will need to purchase the new licenses.
