There is no solvent that will move it without doing damage to everthing around it. You might try heat. A little shot with a heat gun makes guide wrap removal much easier. If you must remove the seat, lets hope you have at least an eighth inch of seat bushing. Take a dremel with a carbide wheel, make four lengthwise cuts around the seat This is where the eight inch bushing allows you to cut seat and not blank. Apply some heat and pry the four sections from the blank. Go slow and careful with the dremel and heat.
