Hudson Striper Regs?

What is the official status of the 28" minimum and circle hook regs for this spring and Where can you find the New regs?

(The Hudson remains at 18" BTW North of the GW Bridge - freshwater)
License needed in tributaries not the River.

Word from the DEC is to expect New York to institute a saltwater License for 2009 or 2010 the latest.
The consensus from them is that if they dont institute it the Feds will and the fear is they could lose funding.
