However, unless you're commercial fishing, a fishing boat is considered a recreational vessel, so I don't think your last statement holds water (pun intended).

This sucks, no doubt. I hope to get out on Sunday for a shakedown run, tight lines!
If you are fishing for food its def not recreational.

In case it wasn't clear enough already, there are notices on all the NY DEC Boat Launch pages:

Keep Emails going to your town supervisor, county executives, and whoever else has an email contact listed on public government sites. Their hands are tied but they represent us. Theyíre supposed to anyway.Let them know youíre position. You have nothing to lose by writing them. The closure is based on the assumption that boaters will need gas, parts, and whatever else they can think of as being points of potential contact. The governorís of quite a few states are all doing the same thing as Cuomo. Initially in Michigan they were allowed to boat/fish if they owned the vessel and the other passengers lived with the owner. This has since been revoked and all use has been terminated. I donít think theyíre allowed to mow their lawns there. If youíve got a way to launch on private land then Iím sure youíll be fine but write an email or letter anyway. No one wants to catch this virus and Iím sure by now we know how to be safe while responsibly using our boats. Btw...Ogdensburgh on the st Lawrence is trying to fight the governors executive order citing common sense.

I just don't get it. What is the big deal about putting a boat in the water?

The Empire States Marine Trades Association pushed Cuomo to lift the ban on Marina operations. I doubt public launches were included. That leaves most of us still excluded. Maybe Cuomo will clarify this later today.
