Default Official measurement method?

Is it done against a flat ruler, or a tape measure run end-to-end against the fish? The later way would obviously have a variable based on girth. Thanks in advance.

Official length measurements are on a flat board, for the reasons you suspect. A large, or very fat fish will seem longer if a tape measure is draped over the fish.
