Baitshops aren't going to carry live bunker... just can't keep em alive in a tank for long. Sounds like top water metal lip swimmer territory to me.
However, if there is little water movement in this bay, you're probably not going to see many decent stripers hanging out there, unless you happen to get lucky and be there if/when they chase a school of baitfish into it. You may be better off targeting a different/better/more dynamic location.
That said, 15 hours is not really much time in the grand scheme of things. There have been many times I've fished areas I KNOW hold fish for longer than that in a single outing without a hit (like this past weekend
) Look at a chart of the bay and see if you can find any deeper holes or submerged rocks within casting distance and target that structure at different tide stages, times of day/night, etc...
