There is a good article by Al Anderson in the Oct. 26th 2006 issue of "The Fisherman" on exactly this. If you can't find it, PM me and I'll send it to you.
Basically, Plastics on jigs. You can fish off the docks, but any small boat is way better. Most of the fish are out in the harbor.
Cap'n Al uses mini-frames, and I've caught them on tube and (fake) sandworms in February, but light tackle jigging is a lot more fun.
If you have a boat, get a chart before you go, because there are scary submerged rock dikes that will eat your lower unit and maybe your boat downriver.
