You're kidding, right? Better luck finding a spot where you WON'T catch those pests. Dogfish especially. They're overrunning the ocean...

Never targeted dogfish or skate myself.
Both are smell feeders so i guess I would look for horrid conditions for sight feeders and chunk dead smelly bait.
I think floats might give you a heads up. he fishes for what they call raja.
If your ever in Staten Island try Zims pier. j/k

I don't know of any common places that dogfish and skate are caught from shore...i mean, it happens but again, not common for midcoast me. If you haven't ever tried fishing the rockland jetty it's about a mile long and there's a lighthouse at the end, there's all kinds of fish to be caught from there, everything from mackerel to big stripers, blues, and everything in between. There's usually tons of people there, but again, it's about a mile long.

an easy investment would be a kayak...sometimes you can find them for sale for 150.00 or 200.00 if you're lucky....that allows you to fish most rivers and bays really easy and a lot of times gets you where boats can't go

Put your sinker above the bait to be sure it's on bottom.
Use stink bait.
Both are tasty. Clean (cut & rip) the doggies while they are still alive and ice ASAP.
Skate, just cut the wings off and use the left overs for bait after it sits in the sun a few hours (or a couple of days).
If you find one, there's usually a herd.
After dark is better for bigger Raja Wings.

"its sucks being limited to shore fishing"

remember that the world record striped bass was caught from shore (a jetty)..........although it seems that the majority of big fish are in fact caught from boat.

if you really wanna catch skate......keep your bait on the bottom.....skate are almost like flounder. They eat whatever crap they can find on the bottom. They hit clam a lot (or so it seems whenever im chunking clams).

ive caught dogfish on nearly everything.....clams,mackeral, squid......the listy goes on and ive even caught them using berkly seaworms or whatever they're called.

I'm curious, are you planning on targeting them as food? Sand sharks can be delicious prepared right, but I've never tried skate. The only recipes I've seen call for soaking it overnight, which is more trouble than I felt like going to, considering the few people I've talked to that tried it, didn't like it. But if anybody knows a good way to prepare them, I'd be interested. I'm sure I'll catch plenty in Delaware next month.

Skate wings (Raja) can be used in the same fashion as one would;
Lobster bisc,
Fried scallops,
stuffies,
Mix like tuna fish or a salad,
Cajon (diablo) pan fried over a green salad,
Kabobed,
Or just baked like any other fish.
