I have some friends up in Wellfleet and they've been taking small bass from some of the bay beaches on sand eels.
Try fishing the creek by Uncle Tim's bridge in Wellfleet in the first half of the outgoing tide. You'll need to wade a bit but usually there are a lot of bass hanging around ambushing various bait fish in area closer to the harbor. This is especially true early in the morning after sunrise.
You can also try surf casting the ocean side from Newcombs beach but make sure you have at least a 10' pole as the waves can be very big. Sand eels are the best bait and this is where the bigger bass will be although I'm not sure if they are in yet.
