Default A Big East Coast Hello!

Hello All! I'm excited to start really targeting stripers, I'm still young and have a lifetime in front of me to hone and learn! I've been bass fishing all summer long around Baltimore City Reservoirs, Liberty and Loch Raven. I've recently been trying to target striper from the Shore at Liberty, with no luck yet.
Every once in a while I find myself near the Chesapeake Bay(I am in Maryland now) and do throw in a line when I get a chance, however am shore locked, and don't spend full days at this project.
I also have family near Allenhurst, NJ and have seen a blitz off the getty there watching fishers with 30 pound plus striper on almost every cast, however I had no tackle at the time, but now I think I'm prepared if I ever wind up there during a blitz again. (I'm keeping some plugs and sluggos at their house.)
However by next spring I'll be living near Philly and want/need to go after Delaware river striper.
I'm currently looking for suggestions on anything I've mentioned. Especially on those Delaware River stripers. Ie what structure to look for/ exists? What seasons are the big striper in the river? I'm thinking of buying either a yak or something similar to get around, suggestions on where to launch or what to get as far as a small watercraft goes?
