Herring Laws for RI

I have heard that you cannot fish for herring in RI. Does this mean you cannot USE herring in RI? I am from NY and catch herring here, then bring them to Narragansette bay for bait. Is this legal?

You cannot possess river herring in RI and I think it's the same for CT and MA. This includes dead or alive. river herring. Therefore you can't use it for bait.

Last year in Ct, when you purchased herring from a B&T, the gave you a card stating you purchased at that B&T. A thousand ways to get over on the system. I haven't checked to see if they are doing that this year.
