Saltwater license fee for the blind

Hey everyone,

My brother in law was diagnosed with Macular Degeneration and was declared legally blind. He heard from somewhere that fishing license fees are waived for the blind. Can anyone confirm this? He doesn't care about paying a fee, but wants to prevent other people from getting bad information. Thanks! Rob
