new york saltwater licence amendment is going to go up for review this month. it is vital everyone contact thier senator in thiers or any new york district they can. BILL # S6110 is for changing the date of which former licence will be effective. as it stands it is oct 2009. upon turning into 2010 the licence will be expired and you will have to pay again for that year. so you will only have this years licence for 3 months. among a few other changes which will be made this amendment is crucial. here is the bill. FOLEY -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the environmental conservation law, in relation to increasing the membership of the marine and coastal district of New York conservation, education, and research board and to amend part LL of chapter 59 of the laws of 2009 amending the environmental conserva- tion law relating to establishing a recreational marine fishing license and setting the fees for such license, in relation to the effectiveness thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. Subdivision 1 and paragraph (a) of subdivision 2 of section 2 13-0503 of the environmental conservation law, subdivision 1 as amended 3 by chapter 263 of the laws of 2007 and paragraph (a) of subdivision 2 as 4 amended by section 7 of part LL of chapter 59 of the laws of 2009, are 5 amended to read as follows: 6 1. There is hereby established in the department the marine and coas- 7 tal district of New York conservation, education, and research board to 8 be composed of [three] SIX members, [one] TWO of whom shall be appointed 9 by the governor, [one] TWO of whom shall be appointed by the temporary 10 president of the senate, and [one] TWO of whom shall be appointed by the 11 speaker of the assembly. Each appointing official shall also appoint an 12 alternate who may serve in the place of the member appointed by such 13 appointing official. A member or alternate member of the board shall 14 serve at the pleasure of the official by whom he or she is appointed. 15 The members of the board shall choose their chairperson. 16 (a) receive and review, and to approve or deny, applications from 17 eligible recipients for grants from the marine and coastal district of 18 New York conservation, education, and research fund, created pursuant to 19 section ninety-five-c of the state finance law, for conservation, 20 research, and education projects relating to such marine and coastal EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. In 3 the event a member of the board is unable to vote, the alternate for 4 such member may vote in his or her place; 5 S 2. Section 8 of part LL of chapter 59 of the laws of 2009 amending 6 the environmental conservation law relating to establishing a recreation 7 marine fishing license and setting the fees for such license, is amended 8 to read as follows: 9 S 8. This act shall take effect [October 1, 2009] JANUARY 1, 2010; 10 provided, however, that effective immediately, any regulations necessary 11 for the timely implementation of this act on its effective date are 12 authorized to be promulgated before such date. 13 S 3. the original bill will have the licence oct thru sept of following year which is dopey. as it stands if it is not changed you may just be paying for a second licence as all the BS involved may not have gotten hashed out. get on the horn asap......
