To deal with the NOAA charts I use a free android app called Marine Simple Navigator on my smart phone. It works just like a chart plotter and I love the thing for daily use on Lake Champlain. The issue is the charts themselves and downloading the right ones. It's a bit wonky to deal with and you have to manually find the right chart to load but once you get the hang of it .
I used mine for bank fishing down there by Troy Dam a couple weeks ago and it was helpful in seeing the water depth to some extent although again the Hudson chart just doesn't give a whole lot of detail. FWIW those NOAA charts are done on "Federal Navigable Waterways" ONLY. So if you are hitting the smaller lakes like say the Saranac Lake Chain up in the park the app won't do you any good.
All in all it's quite useful in many places and after all it's FREE, just have to deal with manually switching maps and what is missing on some charts. Also battery life in your phone. If you leave it on like I do in my big boat in Champlain you have to keep the phone plugged in or hooked to a pocket battery pack like you can get for $20.
