If you do use a leader go with flourocarbon. Its not critical in raritan Bay as the water isnt the clearest. Most setups on the charters feature 3 to 4 foot leaders with a dropper loop for the sinker and a 4/0 hook. Using conventional reels more for for power than speed.
Having said the above its always a good idea to use flourocarbon leader with striped bass as they have keen eyesight. Personally I use a 24 inch leader with eels and a 36 inch leader with clams and cut bait. If using the leader to cast weight as a shock leader it should be 3 to 4 times the breaking strength of your main line but thats not your question.
Snell a good sharp hook to a length of 30 pound flourocarbon and attach it to a barrell swivel. I always use a sinker slide (fishfinder) on the standing line where I clip the sinker to. Everything you need is available on the boat cept probably the flouro.
