How come there are no hearings in N.Y. State? New Hampshire with it's measly 10 miles of coast gets a hearing, So does Pennsylvania. NYS with well over 300 linear miles of actual salt water coast and a major estuarian system that includes the expanse of the south shore and the Hudson River, gets left out ! Why?

Excellent question!!

We noticed the same thing, and I emailed the FMP Coordinator inquiring why they didn't schedule a hearing in NY. The reply was that the NY DEC requested that there be no hearing in NY, and that if NY residents want to attend a hearing they'll need to go to CT or NJ, and that written comments from NY will still be accepted.

I asked why the DEC did not want a hearing in NY and the FMP Coordinator said they did not know.

Upon inquiring with the NY DEC about this, we received the following reply from Stephen Heins.

The ASMFC is accepting public comment on Atlantic Menhaden Draft Addendum V.

The Draft Addendum proposes establishing a new interim fishing mortality threshold and target (based on maximum spawning potential or MSP) with the goal of increasing abundance, spawning stock biomass, and menhaden availability as a forage species.

The department supports this goal.

The Draft Addendum will also initiate the scoping process (comparable to that of a Public Information Document) on the suite of management tools that could be used to implement the new fishing mortality threshold and target levels. As in a PID, it will contain preliminary discussions of biological, environmental, social, and economic information, fishery issues, and potential management options for action through a subsequent addendum.

This addendum, therefore, does not propose any specific action other than selecting a new fishing mortality target and threshold.

The department inquired of a few fishermen with whom we have regular contact as to the need for a hearing and found little interest. Therefore, we have not scheduled a hearing and are asking folks who are interested to obtain a copy of the Draft Addendum at www.asmfc.org and submit comments in writing.

If we were wrong and there is sufficient interest in a public hearing, there is still time to schedule one as the deadline for comments has been extended to November 2, 2011.

We anticipate that there will be greater public interest in a subsequent addendum that establishes specific management measures designed to reduce exploitation. This addendum could be initiated at the next Menhaden Board meeting in November 2011. We are committed to holding a hearing in NY at that time.

The last thing I heard on Atlantic Herring was the Addendum II that was finalized in December of 2010.

Shad & River Herring management plans were last revised in February of 2010, in Amendment 3.
