The only reason I asked was because of the page that follows: http://www.dec.ny.gov/outdoor/31427.html I read that as saying you don't need a permit, but I may be interpreating that wrong. I know it's only $2, but if it was me I wouldn't want to give them anything extra- especially after this latest shad fiasco!

Regs say you can use a scap net up to 36 sq ft without a permit for personal use.

the fine is stiff ...it sucks but thats what they say my friend is a dec officer and he said these new regs are bull .... but yeah its on the decweb site just type in the dec search bar dip netting and scroll down

iam talking dip nets not scap there is a permit for scap nets to call the number i left above

I don't know why you can only use a 13-13 inch dipnet and it is legal to use a 6-6ft scapnet for personal use not for sale.

i dont make the rules ....but thats what it says on the dec sight 13x13 dip nets for blu back and aliwive herring any dip net bigger you need a permit

iam only talking about dip nets nothing else i know for a fact that if your dip net is bigger than 13x13 you will get a ticket its on the dec web site

Just to clear it all up. this is the deal.
Any person who has a fishing license or is entitled to fish without a license may collect baitfish for personal use (sale prohibited) as specified in the following table. Fish taken may be used only for bait in hook-and-line fishing. These are the only circumstances where the use of seines, traps, cast nets, and gill nets are permitted unless a commercial license has been obtained. Possession of endangered or threatened fish species is prohibited.
Sunrise to sunset Seine or scap net:
maximum size 36 square feet All non-trout waters
Minnows, killifish, mudminnows, darters, sticklebacks, stonecats, smelt, alewives, suckers,
and blueback herring are the only fish that may be taken.*

my buddy showed me how they do it the other nite but the net is small. he said they run the (giand "shad" if you will) to between the legs and they follow it and lift the net to get em. we shall see this when we come up i hope.or at the very least a tutorial from someone "note to self -stoolie tutorial"

where is the best place to catch the herring from the shore, i am fishing in newburgh/cornwall bay, deep water, shallow, ect looking for some help have tried to catch herring last year didnt catch one,

how deep wer you trying? what wer you using

we generally catch them from shore in 3 to 4 feet of water using a stoolie and a dip net

when the water is clear and it is sunny out try to find shade to net them from
they get real skiddish ive even painted my net handle black to stop the glare

also when using a stoolie and u see a herring following it do a circle or a figure 8 with the stoolie. some times this attracts more herring

i have tried doing it in water that was 3 to 4 feet, i was wondering if it was better to try it where the water was deeping off a rock piling, i was using a white spinner bait no luck though, i saw the pics of the stoolie im going to try that thanks for the help
