do you think more stripers are caught on cut bait , fresh , or live bait. or by casting plugs, buctails , surface lures.

I would say thats a completely relative question.
Theres a time and place for it all. Surf - Boat.
Depends on where the fish are. Holding, staging, moving, feeding, top bottom, nowhere.
You can certainly cover more water with a boat or when surfcasting, slinging eels, plugs and bucktails.
