Default Fast Action?

Can anyone elaborate on what this means in terms of rod function? I have seen heavy action, medium action, light action, but just noticed my Tica Dolphin is a Fast Action class, never heard of this before. The rod I think is made for striper fishin...pretty sure...it came with a tag w/ a striper on it...haha

Fast: Flex in the upper 1/3 of the rod blank
Moderate: Flex in the upper 1/2 of the rod blank
Slow: Flex is from the lower 1/3 of the rod blank to the tip
