I don't know anything about that particular rod myself, but it sounds like decent specs.
I usually use an 11' rod myself, but find that there are many places where a 9' rod would be easier to cast due to the proximity of the steep bank behind you.
The lure weight rating is pretty much right on for most lures you'll be using at the canal. As far as chunking goes, if the weight rating on the rod is accurate I wouldn't push it too far beyond that (lead & bait combined). Once you start overloading a rod, your casting distance suffers and you risk snapping the rod during the cast.
