1. 4/0 non offset circle hooks.
2. Depends where you are. There are some studies done in the Delaware that show bass moving into the creeks up to a mile or so during the low tides and move back into the river on incoming. I like moving water.
3. Herring can be caught - limit of 10 per day or store bought unlimited provided you have store receipt. NJ Regs.
