Default Gut hooked Fluke

Yesterday I gut hooked a fluke he was 15inches the guy next to me told me he will die even if i throw it back... to keep it and use it for bait... It actually swallowed a 5/0 hook, and hooked itself....I got the hook out(I read yesterday that your suppose to cut the line, but the hook was taking up the fishes whole mouth so it would not be able to feed), but the fish was bleeding a lot...

In New York City if you gut hook an undersized fish, in this case a fluke, what should you do? throw it back? keep it (cook it/use it for bait)? If a ranger inspects your catch do you think you will get a ticket even if you explain it was gut hooked?

The regs are the regs bro, regardless of the condition of the fish, and you would be risking a ticket and fine. If the hook was blocking the fish's mouth it can't have been too badly "gut hooked".

I must of cut something with the hook when i was taking it out with my needle nose,
