Default Leaving the swivel to rotate a bad idea?

I have heard a few people mention that when they do swiveled belly hooks, they lock the swivel so that it won't spin. It kinda makes sense to me that when the fish hits it, you don't want the barb to spin out of it's mouth. Not sure if this is the norm for most plug builders or not, but I'm curious on others opinions. Also, I've heard of the "twist" technique to lock the swivel in place, could anyone explain it? Is a belly grommet still necessary? What the material you use to hold the swivel? Do you swivel, then lock, the tail hook as well? My wire tail loop technique seems to work fairly well. Thanks.

there are many ways to rig a plug, screw eyes, pinned hangers or swivels, through wire with swivels or hangers and epoxy pocket are just a few ... I've never heard of "locking" swivels.. some builders, and the original (Creek chub)through wires used hook hangers, these are lengths of wire bent to allow the hook to lay along the body and not swivel, the problem with this is, the fish can use the plug as a lever to pull the hook, this is more difficult with swivels.... a swiveled through wire is universally accepted as the BEST method for attaching hooks..
