Is there a plan for New Hampshire to have a state saltwater license, so that registry fees paid by anglers would go the state instead of to the federal government?
A proposal for a saltwater license is currently under consideration in a study committee at the State Legislature.

Striped Bass fishing in Great Bay, Piscataqua River and along the entire seacoast of New Hampshire
Stripers are found near shore and in the estuaries and open water areas. Large numbers of schoolie stripers show up around May. The larger fish start showing around June. Fishing tends to slow up a bit during the summer as the bigger fish need cooler waters and head deeper or furthur north on their migration to cooler water. The run starts in earnest again in September when stripers start heading south for winter. Sustained runs of large fish in enormous schools can be seen feeding and finning in areas at times. If the angler is at the right time and right place well and has done his homework and is prepared then - you know the rest.
Look for baitfish signs - fish at night if you can or false dawn and put your time in and keep a log.
